Where s the fuel filter on and 84 oldsmobile
It depends on which Cutlass you have. If you have the full size gas engine Cutlass, the fuel filter is in the carburator. Remove the main gas line going in the front of the carb. Then unscrew the large fitting from the carb. the filter goes inside that fitting. There is a right way and a wrong way to put it back in, so pay attention to how it comes out. This type of filter should be changed every 2 or 3 months because it's so small.If you have the diesel powered Cutlass, the filter is a square box type thing on the back of the engine above the intake manifold. simply remove the lines and replace the filter. Rehook the lines, start the car and check for leaks. This type of filter should be changed twice a year, spring and fall because they change the additives in diesel fuel depending on air temperatures. If you have a Cutlass Ciera you will have different procedures again, unles it has a carburator. Hope this helps.
Leaking oil from a plug
Spark plug can work it way out of the thread.
Inspect plug ceramic tip for damage.
Tighten plug and clean the valve cover.

The two sources of leaks are from valve cover gasket and leaky rubber under oil cap.

Unless you have the original and can have a new key cut at a place that cuts keys, you will need to go to a dealership. You'll need a gov't issued ID matching your name on the title.
CHARGING LIGHT STAYING ON AND ALTERNATOR CHARGING
The light will come on if the system is over charging. No system I know of charges at 18 volts. That is way too much. You need to have the alternator checked out. Most system charge at 14.5 to 15 volts at the most. You will burn out something major if not fixed. you can go by most auto part stores and they will check it out for free.

The security system (VATS/Passkey) installed on these GM cars is anti-owner more than an anti-theft. There are 3 parts involved:
1) The chip-key
2) The lock cylinder
3) The TDM (aka the brain of the system)
if any of these parts fails or is even slightly malfunctioning, the car stays stuck where you are and you only get a dealer asking you about 1,000$ to fix it. And all the 3 parts have a quite short lifespan.
Way too many people got in this situation (including myself). I don't recommend any partial solution or any used parts as it would happen again way too soon to be acceptable and if it happens 100 miles from home (like it happened to me....) it's a big burden.
I finally made it to save my beloved 94 Park Avenue (with the same system that is installed in your car) with a solution that I found on the internet and that bypasses the entire factory security system, all 3 pieces altogether and you can even remove the TDM at the end and use 99c keys without chip.
