yes you can get a puller at any local parts store or harbor freight to pull it off

have battery fully charged and load tested.
if good put voltmeter on alternator make sure it has a minimum of 12.35 volt if lower your alt is bad

There is a fusible link for the blower motor. Check that. Don't know where it is. Look up the wiring diagram at autozone.com. Also check the fuse in the fuse box. Could just be that.

Sometimes the starter sylinoid goes out. If its a clicking noise its the battery. If nothing try the starter. Sometimes you can tap the starter with a hammer and its good if that is not it test the starter. Start here before you go to anything else. Its the starter most likely.

How do you bypass the chip that's on the key?

I had the same thing happen on a 91 Olds 88. Replaced crank shaft position sensor, coil, and ignition module. That solved the problem. I think the culprit was the CSP Sensor, but changed all three so can't say for sure.

You are going to have to remove the radio from the dash and then take the top cover off the radio chassis to gain access to the tape stuck inside.
Here is the radio removal procedure:
You need to remove the plastic part of the dashboard that covers it. To do that remove the two small bolts at the very bottom (there just to the sides of the ashtray drawer and down a couple inches further), then pull the wooden looking trim (at the top of the panel) loose that runs all the way across the front of the car, it just clips in so pry it loose, just be careful not to break it. The top of the panel just clips in too, but it's not near as tight as the trim, so pull out at the bottom of the panel and it should come right off. Once that's off the stereo is held in by 3 screws. Take those out pull the stereo forward, disconnect the 32 pin connector and the antenna, and it's removed

Code 22 refers to retarded advance camshaft Position Bank 2. the eaasiest way is to get a known good ECM and replace in place of the old one. if it runs good. replace it.

I had a 90 Cutlass Supreme that did that too. I just got into the dash and forced the arm on the main gate open.

The heater core is located on the passenger side of the vehicle. If this has been bypass the core is surely leaking. The heater core pipes should be visible from un der the hood, passenger side of vehicle towards the firewall. keep me posted, and keep an eye on that heater core, there is reason for the prior owner not to have heat.

It is a mute point because you can't do this yourself. Your system has air in it plus moisture. All that need sucking out with a refrigerant gas recovery machine to create a very strong vacuum, then the system is checked for leaks. Only then is the refrigerant gas installed by weight. Freon is the brand name for a gas that is no longer used. There is a sticker in the engine bay that tells you the weight of gas and the amount of oil. The blower resistor may be going bad and need replacing. Does it do it only on one or any fan speed? I'm not sure where that particular part is located for it has been number of years I have looked at vehicles older than 18 yrs. but I hope this steers you in the right direction. How do you know it's surging? In any case, about the only thing that can cause this is a faulty regulator in the alternator, or a poor wiring connection (e.g. battery cable or at alternator).

Have you checked the vacuum line with a gauge? If so, how many pascal units does the vacuum line read? Vacuum gauges are around $5. Furthermore, I believe the design is sealed vacuum only system. The solenoid could be bad, but to my knowledge it is not an electrical component. A split in one of the vacuum lines could be cause of your problem. You would have to trace the all the vacuum lines back to the source to find the problem. You would need that gauge to detect a leak in the system. Could also replace all the vacuum lines on principle since the vehicle is going on two decades.
