no it requires full 12 volts to work the clutch the coolant fans have no connection to the ac system so they will not run until the engine temp requires them to
there is a fan normally in front of the condenser coil that will start as soon as the ac compressor gets power
the ac will not work until there is sufficient charge in the system to activate the low pressure switch
have to ask are you using the right gas as 134A requires all new system( evaporator , condenser , compressor , hoses) as the pressures are very much higher than r12 gas

Dash lights blow fuse
you have something shorting out you would need to find out which one. dash lights can be connecter by fuse to other parts. I.e door lights ignition timer light timer control etc you would need to find what one of these is causing the problem

1994 olds 88 electric cooling fan not working all
check your relays disconnect and look at the switch is open and one is closed ...check the resistance with ohmeter....one should be open...ones should have resistance..that is the switch...then check sensors.. you can disconnect and boil them, to see if the resistance changes when under high temps 160-200 f should show resistance changes...check main computer relay as well sometimes the cooling fan electrical curcuits are shared in the system multi plexed...
