I have a dieing 92 Cutlass
I have seen problems with the TCC (torque converter clutch) solenoid in the trans cause problems like that, might have it checked.
Damage to right front, steering pulls to right
You must get the wheels re-aligned at a front-end an wheel alignment place. There are a number of critical angles that will now be out and bad steering and excess tyre wear will result. The equipment used is expensive and precise. Your alignment specialist will advise you.
Car died on road engine turn over but will not
Try spraying starting fluid into the air intake, with the help of someone else starting the car. As they crank over the car, spray the starting fluid into the air intake. Do this for at least 15 seconds. If the car tries to start up the fuel pump has probably gone bad. When turning the key to the on position do you hear the fuel pump humming? If the pump is not humming the fuel pump is probably bad.
The speedometer, odometer and gas guage keep
It sounds like it is the wiring harness for the dash. You will have to take the dash out very carefully clean the contacts on the harness with electrical cleaner and then reinstall.
Bad CV Joint?
Did you notice any leaks from the power steering? If you did not notice any leaks, the only place for the fluid to go is in the bellow boots(the accordion boots on the rack and pinion system). Go underneath and if no leaks are obvious, take a small screwdriver and poke a small hole in one of the boots. If fluid comes out, you're looking at replacing the rack and pinion. This would also explain the excessive play you're feeling in the steering.

You'll want to replace the Ignition Cylinder & keys, not the ignition switch, which actually mounts dwn the steering column and connects to the part you will replace via a steel rod.
You may want to try and remove the broken key, get an extremely small drill bit, a matching long screw, drll the key in the thick part & pull it out. There are screw extractors but I believe they would be too large.
Just a really small drill bit, possibly even something like a paneling nail with grooves in it that's just enough larger to wedge into the key and give you the ability to remove it. If you get it straight & pull straight out, you could save some time. Hoping you have another key.
Use penetrating oil before drilling to get the key ready to glide out-if you try that.
