Filter is located behind fuel tank, some were a quick connect style and most invoved a fitting on each end. Look carefully at new filter. Sometimes the fittings rust to the line, use a penetrant. If you can loosen and disconnect at least one fitting, sometimes you can spin off the filter without freeing up the fitting on the other side.

The fan temperature sensor,(Fan switch), is activated by the cooling systems coolant. Activated by it's temperature.
It's located under the hood, passenger side, upper engine area, below the alternator, and mounted in the intake manifold.
My money, is on the fan temperature sensor being bad.

The fan switch will usually be cylindrical shaped, the bottom is made of brass, and the top has a black insulator material, with a rubber type plug on top. The plug will have two wires coming out, going into the engine wiring harness. One wire is Black, one wire is Yellow.

The fan relay is located in a relay panel. I can't tell you at present, whether it's in a black plastic box, that you remove a cover to access it, or the relay is exposed. If it's in a plastic box, under the cover it should state what each relay is for, and where they are located inside the box.

The relay panel is under the hood, on the passenger side, front engine area, on the passenger side of the radiator.

The bolt is a right hand thread. And the sensor is not adjustable. It is a straight forward install.

FUEL PUMP WIRES HAS A SHORT OR FUEL PUMP BAD SHORTING OUT.BLOWING FUSE.CHECK FOR SHORT AT FUSE BOX AND AT THE FUEL PUMP WIRES.THE PCM GOES BAD SOMETIMES IT WILL SHORT OUT BLOW FUSE TO FUEL PUMP.

SOMETIMES THE FLASHER IS IN THE FUSEBOX , SOMETIMES IT WILL BE UNDER THE DASH NEAR THE STEERING COLUMN. THERE ARE TWO FLASHERS ONE FOR TURN SIGNALS & ONE FOR HAZARD LIGHTS. THE TURN SIGNAL FLASHER MAY BE YELLOW & ONE OF THE WIRES WILL BE PURPLE. YOU CAN TURN ON THE HAZARD SWITCH IF THEY WORK YOU CAN LOCATE THAT FLASHER BY THE CLICKING SOUND & ELIMINATE THAT FLASHER & LOOK FOR THE YELLOW PLASTIC ONE. A SMALL MIRRIO MAY BE HELPFUL UNDER THE DASH.

Check the Relay Pack located to the left of the radiator (standing in front of the engine) there are 3 relays together, the one closest to the radiator, is the Cooling Fan Relay.

That year Ciera came with two diiferent engines. if you have the 2.5 liter engine it is located under the hood, center, rear engine area, below ingnition coil pack and DIS module, mounted in engine block. If it is the 3.3 liter engine it is located under the hood, passenger side, lower engine area, front of crankshaft pulley, mounted in engine block. i hope this helps you and good luck.

The INST LPS fuse is for the illumination circuit for things like cluster, radio HVAC, etc..
