Could be your ignition system. Check for spark on a plug wire when it stalls and won't restart.

MAF and ECT sensors are the first I would check . Next would be the O2 s .

Stalling/wait then starts problem sounds like the crank sensor is going bad. It should be easy for a shop to check. Electrical problems need diagnosis at a shop that specializes in auto electric.

If you have a 1993-1995 Intrepid and you have a check engine light, you can find out what the codes are by following this process: To obtain fault codes using the MIL (Check Engine Light): 1. Cycle ignition key to ON, OFF, ON, OFF, ON within 5 second (do not actually crank engine!!) 2. Count the number of times the MIL on the instrument panel flashes on and off. The number of flashes represents the trouble code. There is a slight pause between the flashes representing the first and second digits of the code. Longer pauses seperate the individual two digit trouble code. Example: Lamp flashes 4 times, pauses, then flashes 6 more times. This is an indicates a DTC of 46. 3. Lamp will always flash 55 at the end of the test. This signals the end of the test. You have put the computer in diagnostic mode and it will now display any codes that have been stored in memory. Each code will refer to a symptom your car is feeling. Look for any wire that looks like it should go somewhere. Screw it down (Ground) to the Frame Rail. First Disconnect the Negative from Battery For a couple Minutes, If the Engine was replaced they mighta missed a couple Grounds. Could be the fan relay or a pressure switch. The high pressure switch activates the ac fan relay when pressure gets up to 200psi.

Check your fuel filter, as well as your rubber hosed connected to fuel injector, or carb. Sound like poor fuel flow into carb.

I have no idea of what you call a "dramatic " pulley but rest assured that if it is spinning and bent then the uneven forces generated will eventually destroy the pulley and the shaft and bearings it is on. IF by chance you are referring to the harmonic balancer on the crankshaft then it is already broken and will come off and put a hole in the radiator or worse

I have seen this problem in a lot of cars in the transmission world. If you can feel any kind of a bind before the engine dies there's a chance you might have a lockup problem with your torque converter. This is just an idea for somewhere to start.

This can be caused by a clogged fuel filter which should be changed every 10k miles. This would be the least expensive repair. Also try running a fuel system cleaner to clean up any dirty or clogged fuel injectors.

If the car does not do anything at all, meaning it doesn't even attempt to start, there is no power coming from the battery/terminal. Most auto parts stores will do a free battery check if you can get the battery in to be tested.

if you installed any plug but a oem plug champion that may be the problem

Check for codes, may have a bad speed sensor either input(turbine) or output (vehicle) speed sensor. They are a common problem with the Chrysler transmission.
