1998 buick lesabre all control (radio, a/c) is off
Hard to say - using the data port to program a remote is unusual, and depending on what device or procedure you used, you may have screwed up the datalinks. You should start by using a code reader to see what trouble codes exist.
Where can I get the wiring diagram for a 1998 Buck
Starter enable relay is under the hood in a fuse box that runs along the bottom of the windshield wipers, there are (2) twist knobs and (1) wing nut in the far left hand corner of the fuse box cover. remove cover. now you will see a group of smaller fuse box remove covers and look inside there will be I.D. to tell you which is which.
Looking at the end of the solenoid on top of the starter, the battery cable hooks to the larger stud on the top "12 o'clock". A smaller purple wire connects to the smaller terminal at 3 o'clock and the stud at 6 o'clock connects to the flat wire coming out of the starter. The purple wire comes from the neutral/park safety switch, which is fed by a yellow wire coming from the start relay which is fed by a yellow wire coming from the ignition. The start relay is also controlled by the Pass Key decoder module. Hope this helps, as for starters.
Check the fuel pump relay
The fuel pump relay is located to the right of the glove box.
Remove three 8mm screws (along the front edge) and a wingnut (drivers side near the accelerator) to loosen the insulation panel. Twist out the light courtesy light and using a pair of pliers squeeze the plastic nipple to remove the SIR. Remove the insulation panel from the vehicle.
After the insulation panel is removed, the fuse/relay panel will be to the right of the glove box. The insulation panel should have a diagram of the fuse/relay panel layout.
The relay should be in the left column of relays just above the fuses.
A Good contortionist with small hands and this can be done in about 15 mins.

You need to replace ALL the gaskets that seal coolant from ANYTHING... You may have a cracked head, cracked intake manifold,, or at worse a cracked block - between the coolant passages and the combustion chamber area...If you have a aluminum intake and cast iron heads.. this is a potential leak creator when the engine gets hot and cold quickly...make sure ALL the gasket surfaces are CLEAN.. and use:

Where is the fuel pump kill switch located in a 1998 Buick le sabre custom or the reset procedure
When you turn the key on the fuel pump should pump for about five to ten seconds. Do this a few times and it should start. Even with a full tank the pump will do this to pressurize the system. If the pump keeps running it's not picking up fuel. Have a friend listen at the gas cap with the cap removed for the pump to cycle. If it doesn't work there is a fitting on the fuel rail that looks like a valve on a tire. Take the cap off of it and use a small screwdriver to push the center in and see if there is pressure in the fuel rail. Have the key on and wear safety glasses.You should get a squirt of fuel out of it. If you have no pressure there the pump could be bad or the filter plugged. If there is pressure you have other problems. There is no shut off switch. My engine turns over but it won't start. there is no fuel smell
How long since a tune-up? Are there any applicable trouble codes?
If it cranks but won't start, have a helper crank it while you check for spark at the spark plugs. If spark everywhere, use a gage and check proper fuel pressure. Also, check for fuel injector pulse. If your missing all three, check the crank sensor. Could be other issues?
Don't replace anything unless your testing points in that direction.
