No power to the fuel pump on a 1996 buick century
check for a problem fuel pressure regulator
most are wired to the ECM which is connected to the relay for the pump
it works like this
with low / no fuel pressure the regulator completes a circuit to the ECM
that signal is then sent to a relay to start the pump
when full pressure is reached , the regulator signals the ECM and the relay is turned off hence the pump is not continually running when pressure is not required

1996 buick century coolant fan circuits
What relay ? where is it located ? Front right radiator support ,behind right headlamp ? An just so you know your vehicle has two fans , one you can see behind the radiator an the other you can't see . It's located in front of the radiator . One pusher an the other pulls ! The PCM - engine computer energizes the relays turning on the fans > The coolant sensor is an input to the PCM an when engine temp. reaches 212 degrees the PCM turns on the fans . If you had a factory scan tool you could see if PCM can control the fans , energizing the relays ! Go to http://bbbind.com/free_tsb.html
