How do you adjust the hand brake on a 2001 Mitsubishi diamante
1. Adjust the rear drum shoes for minimal clearance. Note that the linings may need replacing.
2. If necessary (and may not be) replace the two hand brake cables. Cables can rust solid and jam, but rarely break.
3. Remove the center tunnel cover between the front seats. Adjust the cables so the hand brake handle has minimal upward movement.
4. Put it all back together.

Have the car towed to a well-recommended garage
Have someone unscrew the oil pressure light or gauge sending unit in the engine block and screw is a oil pressure guage ( hand held, used in garages).
Test that pressure carefully at all speeds.
Either you have: a bad oil pump, a plugged oil filter, a clogged oil passageway, or a bad engine.
The ticking sound might be valve lifters that are not receiving oil.
God bless your efforts.

2001 Mitsubishi Diamante turns over and has power
LOOK TO SEE IF THE VALVES ARE MOVING WHEN IT IS BEING CRANKED. TO DO THIS REMOVE THE OIL FILLER CAP IN THE VALVE COVER AND PEEK IN THERE WHILE CRANKING. THIS WILL SHOW IF THE TIMING BELT IS INTACT OR NOT. THE SPARK CAN BE TESTED BY INSERTING A SCRWDRIVER INTO ONE OF THE SPARKPLUG CABLES AND HOLD THE METAL PORTION OF THE SCREWDRIVER VERY NEAR A KNOWN GROUND. CRANK AND OBSERVE WHETHER YOU HAVE A BLUE SPARK HITTING THE GROUND YOU SELECTED.
