Possibly. First squirt 20ml or so of heavy oil in there through the spark plug hole, and measure the compression again. If the reading picks up a bit, then a re-ring job may do it. If not, it is the valve seats which are leaking. Either way the head has to come off.If it turns out to be broken rings at fault, the hope is that the bore is not badly scored, as that means a rebore and oversize parts. If it gets that far, investigate the cost of a reconditioned short motor.
