Just raise it to the top of the travel then depress the button on the top of the seat chair where the rods attach tot he head rests, once depressed pull the rest of the way out... Easy

Sounds like 1 or more of your ground straps from the engine block to the frame either are disconnected or are loose.. I would check there 1st, especially if the engine has been removed and replaced.

Look for a bad connection, switch, bad ground.

Unhook connector, remove bolt, wiggle it off, then reverse order to reinstall new one. You need a Tech 2 to relearn/reprogram crank sensor. Most garage mechanics will have one.

Bad battery!

I solved my problem by reflashing the computer. You have to go to the Buick dealership and tell them about the issue and they should know how to reprogram the computer. This is not free, so you will have to pay for it.
