I would recommend looking in your vehicals owners manual in the service and appearance care section each manufacturer recommends different mileages on what tasks to perform at certain times, in that section it will state what mileage to change the fuel filter on your particular model ford, I would say anywhere from 30,000 to 60,000 miles probably but make sure first by looking in your manual...
Is the fuel filter in the tank
no its not their is a gauze filter on the end of the pump in the tank though ,fuel filter is under the bonnet on europeon models

I am not sure what you mean by tie rod tool but I am a mechanic and all i ever use for tie rod ends is a wrench and two hammers. hit the part the tie rod goes through not the tie rod itself.

The common problem sounds like you may have a vacuum leak, check for broken or poped off vacuum lines,this is where i would start the next step would be the idle air control valve may be bad,

please DO NOT even try to access airbag,if you short circuit it it will blow,and poss consequences are you will need a new head....it takes about 1x20th of a second from flat to fully out....most problems are sensors,not airbags,and anyway, surely you are still under warranty???????speak nicely to the area manager if you have to or you could go to watchdog.....

No way he replaced everything and have a leak unless he didnt put it together correctly. Suggest contacting the manager from the establishment and if he can straighten it out get your money and go to a dealer. If they cant help you file with the better business bureau.
That being said 3 high leak areas are the condenser by the radiator (looks like a small radiator) , the evaporater (in the dash to make the car cool) and the compressor mounted to the motor. With dye in the system he should have no issue charging it and looking for leaks.

it sounds like your car has a misfire the focus range suffer badly with ignition coil failures and engine control module failures you need to get this checked out as well as all your engine and gearbox mounts checked
