Okay, I just had this same problem with my 2009 Kia Rio and I did this. So not to down everyone's post on here -- everyone is correct -- by turning the steering wheel back and forth and turning the ignition key at the same time is a correct method. However, after talking to a Kia Serviceman, he told me you have to do it hard -- meaning turning it violently back and forth hard (madman style). In order to do this operation, I had my wife sit in the driver side and turn the key while I was on her left side grabbing the steering wheel and violent moving it back and forth like a madman, and after about 2mins of doing it the key turned over -- problem fixed. Do not worry about breaking anything; turning the steering wheel violently hard is a must -- this was told to me by a Kia service Rep. Remember -- have someone assist you; either turning the key or violently turning the steering wheel back and forth. Hope this works for you!!!!!

If the car is shifting ok and the check engine light is not on, its probably the speedo in the cluster. Most dealers have a source to send a speedo to get it repaired.

Probably the windshield wiper fuse supplys the voltagees for the washer .Does the washer opperate off the wiper switch?

Have you tried lubricating the pivot pins ?

There could be a number of things causing the problem you have.The best way to find out if you have a bad valve is to have a compression check done. If there is a bad valve it will show up. There is other things that could fail the compression check. But 99% of the time it points to a valve and most often, the intake valve. The price sounds high, but if it is a valve, the cylinder head has to be removed and reworked which takes a lot of special tools, plus everything that has to be removed before you can remove the cyl. head. The intake manifold, exhaust manifold ect. So there is a lot of labor involved. You have to decide about the price. One thing i would do tho, I would have a compression ckeck done First. If it passes, it is not a valve problem. airboat233
