Hi, could be that there is no power from the switch to the window, first check fuses, if not that, then check power at the switch, will need to take switch out to check with a screwdriver test lamp, there is a how to undo switch on utube, hope you sort it all the best.

The balancer has a rubber damper strip between two rings of metal . When the rubber gets old it can shrink and harden drying out and eventually coming loose . Harmonic balancers are most affordable on Rock Auto .

Use a multimeter to test the motor electrical connector. When toggling the up/down switch you should see voltage toggle +12 volts to -12 volts and vice versa. If you see that, it confirms the switch is working and the problem is the motor/regulator. If you don't see those voltages, then the problem is in the wiring harness or the master switch. If you determine that the problem is the wiring harness or switch, you can jumper battery and ground directly to the motor to get it to raise the window. Just swap power and ground at the motor to reverse direction. But, if the switch is working and you're getting those voltages, the motor is dead. There's no way to raise the window unless you cut the cables and move it up by hand. Then tape it in the up postion or use a block of wood inside the door panel to lock it up.
