which one fails, no crank can be , silent starter, or clicks, or chatters or free wheel spins but not the crank spin,see all those ways for any stater to fail, seen them all me. ever one and never failed to cure rules and now schematics posed by me, per below:
rule #1 the starter relay is 100% controlled by the PCM

next up is PCM
the PCM now runs this show, 100% if above is good
the PCM will not crank if the transmission fails.
the transmission must signal gear P or N or fails.
blocks cranking in gear by law USA. if here you are.
if battery test fail, as seen by PCM it may block cranking so park and brake lights, stay working (safety first and all that)
I make no claim to knowing all PCM logic rules but here are some
the engine hood switch open or bad, will tell the BCM to not allow cranking on some cars and this one has that switch

the scan tool tells you if any of this fails. so we do scan it first

if car has remote vehicle start (RVS).
things get dicey
this and more.
The remote vehicle start (RVS) will not operate under the following conditions:
- The hazard switch in the ON position.
- A hazard switch diagnostic trouble code (DTC) is set.
- The vehicle hood is open.
- A hood ajar switch DTC is set.
- An automatic transmission shift lock control system DTC is set.
- A/T can not tell what gear it is in,(park is answer)but. fails.
- The ignition key is in the ignition.
- A vehicle speed signal is detected by the engine control module (ECM)/powertrain control module (PCM).(already running)
- A vehicle DTC that illuminates the malfunction indicator lamp (MIL).or called SES. CEL is normal name used.
- doors not locked.
this option itself failing? sure can effect normal operations of car like starting and driving
