When the E-brake is released, the handle bumps against a button that turns the power off in the dash. Follow the E-brake handle down the mount and locate the button or switch and make sure it has not gotten disconnected somehow.

check your brake fluid level its often on the same circuit and will leave the light on if its okay it could have a sticking or faulty level sensor if that's ok the handbrake switch as you say is simple it just earths out when the handbrake is left on if it stays on when unplugged it may be trapped somewhere and shorting to earth

A scanner will reset the light, But the problem needs repaired first or it will not reset.

What country are you based in? Most Good auto parts stores and websites should stock a part that will match or replace this unit. Take it with you to an auto electrics specialist and they should be able to source one even if you have to get one from overseas.

Is the immobiliser disarmed?

The days when a fuel pump was supplied direct from the ignition circuit is far behind and for many years added safety has been built in because should there be a leak or a broken pipe things could become rather warm. I suggest you check the fuse(s) first.

Somewhere in the electronics of your car there will be a device to manage the fuel pump, to switch it on when required and to monitor the current consumed and switch it off if the current rises or falls outside the parameters. Where it is and what it is I can't help you with but if it isn't the fuse and there is no break in the supply wiring, that device is probably the culprit.

As always, serious troubleshooting of computerised vehicles should only be done with reference to a wiring diagram.

Normally, Yes they can be. It all depends on the actual problem you are having. Why do you need it re-programmed? If a total reset is needed you'll have to pay dealership prices for it.
Some independent Tuning companies can alter the settings in the PCM to alter the performance of the vehicle, sometimes known as getting it 'Chipped' or 'Mapped'.
