There is a continuous 0.7 amp drain on battery. Flattens battery within 36 hours if not driven. Fault appears to be with steering column adjustment (tilt & telescopic) .

Suggest you may have a vehicle that has been in an accident. If you have pinpointed the problem to the steering column, you are on the way to the solution. However, the problem could also be with the horn, the airbag, or other such items as they are all together there. Could also be in the computer, or the airbag module. The tilt and telescope have no electric components, they are purely mechanical. Any kind of a car wreck, especially as concerning the air bag, which is "part of " the horn, could be the problem. Since you have correctly identified the amount of drain, try "letting it drain" whilst you pull the fuses, under the hood first, then under the dash last, to see which is the offender.
