take no 1 plug out and put your finger over the hole
turn the engine over slowly until you feel pressure under the finger . now put a piece of wire in the plug hole onto the piston and continue turning the crank until you get to a point where the wire starts to go back down. TDC is where a bit of movement of the crank pushes the wire up or down and at the point of no movement , that is TDC compression on no 1 cylinder
Now put in the distributor so that spark occurs at the point or slightly before that point

There is no breaker, here is a relay mounted in the under dash fuse/relay center, I doubt that's your problem check fuses #7-21-27 especially #27 it's a 20 amp fuse. I hope this helps. Take care.

Is is right next to the transmission under the vehicle, right where the exhaust flex pipe is. Right under a black cover housing.

You can not do that , you have to take it to a locksmith who will program the key unless you want to spend $2000- 3000 on a key programmer

Check to see if your catiletic converter is stopped up. The easiest way is to, Start the car and let it warm up to operating temp. Then go to rear of the car and put your hand up to the end of the tailpipe. Don't touch the pipe. If the air coming out is to hot to leave your hand there then it is probably stopped up. If that's not it check your timing.

Typical issues in most likely order.

1. Loose fuel cap
2. Vacuum leak (fractured or detached line)
3. Bad fuel cap (seal or vent)
4. Failing EVAP purge valve solenoid
5. Failing EVAP canister vent solenoid
6. Fuel tank pressure sensor.

The leak can be difficult to find especially if fuel tank seal or fuel vent line.

If you can DYI and given the vehicle age, replace fuel cap, purge valve solenoid, and vent solenoid. It will cost $70-$100 but you'll spend that on a shop diagnosis alone. If replacing these 3 items doesnt fix it then likely a vacuum line leak or tank pressure sensor (higher repair difficulty).
