Did you disconnect the battery recently? Or have the car worked on to correct a check engine light problem? And they reset the codes? When this happens (loss of all power or code reset), the computer will run all its tests on all systems, and set a 'ready' condition when the tests are passed. Some tests require multiple 'drive cycles' or specific conditions (less than full tank of gas but more than 1/4 tank) to complete the test. Until all (or a specific number - some non-critical tests may be exempted) tests are 'ready', the car will not be passed. The assumption being that until a test is successfully completed, the computer may discover a problem with a system, one that would fail the smog test. If you're confident that all problems have been fixed, you need to run through enough drive cycles so the computer can complete all required tests. Most ODBII code readers can also read the readiness of the systems. And most parts stores will read your codes for you (and system status) or let you borrow a reader.

This does not sound like your typical fuel pump problem. IS the check engine light on? If so, have the codes scanned for any problem areas. This problem can also be caused by a vacuum leak allowing unmetered air into the engine. Check the air hose from the air filter box to the throttle assembly closely for any cracks/splits and for it being clamped tightly. This problem can also be attributed to a minimum airflow problem caused by a dirty throttle plate. You can remove the above stated air hose and look into the throttle bore. IF the throttle bore is black/gummed up it may cause this problem. You can use a can of intake/carb spray and a toothbrush to clean the bore and plate assembly by holding the throttle open and spraying and cleaning until it returns to a silver color again. Try the Fuse Box. The operators manual should tell you where the box is.

Most newer cars require the whole drive train to be removed and some require for it to be removed from the bottom by removing the front subframe

Usually the fuse box cover has the fuse designations marked on the inside.

Disconnect your negative battery cable, if your Ford Focus has power side mirrors. If it has manual side mirrors, disconnecting the battery is unnecessary.

Pry off the wing mirror's inside sail panel (shaped like a triangle). Insert a trim panel tool between the door skin and the plastic panel to pry it off.

Carefully pull the sail panel away, minding the wiring if the mirror is power-operated. Unplug the electrical harness and set the panel aside.

Open the door and hold the outside part of the wing mirror steady. Remove the mounting bolt with a socket wrench, and then remove the mirror screw with a Phillips screwdriver (the mirror bolt and screw is visible with the panel removed).

Pull the wing mirror assembly from its mount (from the outside). Insert the replacement mirror assembly in place; tighten the bolt and the screw.

Attach the wiring connection to the replacement mirror. Position the sail panel in place and push it against the door to snap it back on.

Recommend replace fuel rail pressure sensor, make sure connector and wiring are good, clear codes and recheck.

Looks like a Body Control Module communication issue. Windshield Washer When the washer switch is pulled towards the driver, the SASM sends the washer request to the BCM over the LIN. The BCM activates the windshield wash relay (internal to the BCM) and sends a message to the driver side windshield wiper motor. When the BCM activates the windshield wash relay, voltage is provided to the washer pump, directing washer fluid to the windshield.
