their is no power steering reservoir your hhr has electric assist steering i dont remember if their is a recall for your year know that 2009 and 2010 but gm did announce a lifetime warranty on hhr 2006 to 2008 and some 2009 if your having problem with steering --call a dealer with your vin and see if their is a recall and what the life time warranty on the assist power steering consists of

Does you vehicle have active on-star? It sounds as if you car is in a anti active theft mode or you have a pcm (power control module problem). Pcm's control just about every function in your vehicle. PCM's are expensive to replace and must be done by a very highly trained person.

i'd get the OBD codes read ASAP as you cant take chances with steering etc, could well be the ECU or PCM

there is a relay which connects power to the fuel pump when you start the car , it disconnects power if it doesnt see a signal indicating engine rpm. If the car is operating OK apart from this starting quirk, I would tend to look in this area.

check that the catilitic converter on the exaust system is not blocked
