Pull the connector off at the wiper motor, and see if you have power there, with key on and wiper switch on.. If you have power there, either the motor is not working or the ground for the motor is not good.
I guess these older cars had relays for this? Or maybe just a fuse, like 30 amp?
I don't know, if it's a common problem, you may have to find out through an old car guy, like a retired cadillac mechanic. Or, I'm sure there must be an enthusiast's forum for older cadillacs, if you google cadillac.
Good luck.

White smoke is steam
Blue smoke is oil
Black smoke is rich mixture

All vehicles burn water vapour as water is in the molecular structure of your gas. It should not be visible after a good run. If it is, monitor your coolant usage. If you are using coolant, then you have a leak in the cylinder head gasket.

Disconnect both battery cables. Touch them together for 15-secs. Then reconnect. That'll do a total reset

could be a loose connector or a broken wiring harness

First of all, cheapest parts can be found here: http://alibaba-homepage.com/
From the Hayes "Cadillac CTS and CTS-V '03 thru '12" manual (the writers state that their collection of wiring diagrams is not complete and only includes the diagrams that they believe are most often needed):
-- Hayes Manual pg. 12-45: License plate lamps: purple wire from left position lamp circuit, rear fuse block mini-fuse 15 (10A). Pulling this fuse should disable license plate lamps, left-side front parking and side marker lamp, left-side tail lamp, and left-side brake and turn signal lamp.
-- Hayes Manual pg. 12-61: Trunk light: called rear compartment courtesy lamp, powered by orange wire from Body Control Module, which is powered by underhood fuse block Body Control Module 2 mini-fuse 36 (15A), and underhood fuse block Body Control Module 7 mini-fuse 69 (10A). Pulling these fuses should disable all courtesy lights (with the possible exception of front door lamps), reading lamps, sunshade lamps, and trunk latch.
Be careful. Check that the circuits are dead after you pull the fuses. The after-market manuals often have mistakes, especially presenting information from the wrong year car. Hopefully computers will not be damaged.

follow it down to the pan and youll most likely see one bolt holding it

Fuse ratings and functions tend to vary depending on age, trim level and territory where it is sold and so the only accurate information is likely found in the vehicle handbook or at the dealer.
