the brake cable line is probably stuck inside it's outer tubing. You have to remove the cable and free it up or replace it with a new cable and housing...i suggest that you gse a water resistant grease on the inner cable before re-installing the cable..DO NOT DRIVE THE VEHICLE UNTIL YOU RELEASE THE BRAKE

I don't know what tabs your talking about? Does the rear window have a crack in it? Usually, you can use a digital multimeter to check continuity on the defogger grid. If you find a break, the auto store may have this paint, that you paint over the break to restore continuity. I did look at wiring diagram for that grid, purple wire is voltage, black wire is ground. There may be a rear defogger buss bar, where wiring connects. I don't know if you can access from trunk area? A lot of shops will charge a 100 bucks an hr. for labor and that doesn't include diagnostics. I'm not going to argue with you or your shop. I can't see anything from here. Your shop could actually look at your vehicle, I can't.

You have a short in your electrical system or a bad connection, make sure that all the ground connections are good.
