battery voltage at 12.9 at idle is ok and a maximum of 15.9 is high but ok (15.5 is preferred ). I would think that the problem is loose /dirty connections probably on the battery. Remove and clean posts and terminals to shiny clean and tension the clamps tight. Check all wires are connected properly and all earth points are clean. Check that the fusible ling is tight in the holder

Is it still under warranty?

Check your dimmer dial by the head light switch, it may be on the off or very low position.I don\'t think a fuse would be the problem if the radio still works.If not then you may have a bad display on your radio and it may be time to replace the radio for a kicking stereo you always wanted...
