The mechanic might be correct or he might not.

If he is confident the PATS is disarmed and the ECU is receiving the correct supplies and grounds and yet there is no activity to display...

I have a feeling the engine management ECU doesn't control the starter and if the engine doesn't crank it is more likely a dud starter or the PATS (passive anti-theft system) hasn't disarmed properly.

The starter is simple to test as the solenoid can be energised manually and if the engine cranks it is ok.

Do you have any idea why the battery drained?
Do you know the car's history? The engine management ECU is fairly durable and long-lived and expensive to replace though companies exist that can test and repair some of the popular types.
Things such as jump starting, boost battery charging, electric welding or a bad alternator regulator (overcharging) can cause an ECU to fail though often these things merely weaken them so failure could be a year or more in the future.

The blower motor resistor is the component directly responsible for controlling the blower motor fan speed. If the resistor shorts or fails, it may cause the blower motor to remain stuck on one fan speed.

This will depend on if yours is a generation 2 or a generation 3 truck. The Ranger model was changed in 1997 making thing difficult for you.
Generation 2 bodies were 1993 to 1997. Generation 3 bodies were late 1997 to 2011.
*Note* There were two types of body style 2 door and a 2 door extended cab.

These two codes indicate failures of the primary ignition circuit on cylinders 2 and 4. These two cylinders are the two leftmost cylinders on the front bank. These failures are primary ignition failure codes, meaning the failure is between the battery and the coil, not the coils themselves. Could be an open or short in the wiring. Use a 12-volt non-powered test lamp to verify START/RUN voltage at the ignition coil harness connector. Check the coil driver circuit for open, short to voltage, or short to ground.

I am going to assume that it goes fine in forward gears, since you do not mention any issues with that. I would suspect one of two things. First, the shifter linkage needs to be adjusted. Just because the shifter indicates that it is in reverse, it may not be shifted all the way into the gear. Second, something is sticking internally in the transmission, like a valve or solenoid. I would suggest adding some tranny fluid conditioner that is designed to alleviate this, such as Trans Tune.

If the running boards bind in any way when attempting to fold or unfold the system will automatically shut off. There's most likely corrosion or dirt in the hinges that is making the power running board motor strain. Set the running boards to "always out", give the running board hinges a good wash, let them dry, then lube all of the pivot points on the hinges with a good spray lube. Not WD40, as that attracts water and will make the problem worse. A spray GREASE, like "Endura" is ideal. The wash and lube may help for a while, but usually the hinges have to be replaced to correct the problem.

The O/D OFF indicator is a dual function indicator. It will illuminate when the transmission overdrive is turned off and will also blink off and on if a transmission fault is detected.
Take it to a qualified repair shop .
