The actuator for heat is located up behind the glove box. These actuators are made of plastic and tend to strip. They are not expensive, and you can find videos that will show you how to replace. Good Luck Friend.

Your starter can stick for multiple reasons but there are shims available to position the starter to where it doesn't catch on a flywheel this also will make the solenoid stick and not disengage you should always bench test a starter before putting it in your vehicle any auto shop can do this. Also it's very important to check the wires going to the starter if they're degrading or if there's corrosion build up internally inside the wires they will not allow the proper amps and voltage to flow to the starter. The electrical flow is very important for the cellular to function properly and also make sure the contact surfaces between the bellhousing and the starter are cleaned is grounds the unit

Entire dash must be removed to replace it. Expect 10 to 12 hours if you are experienced with this job. Ac system may even need to be discharged.

I assume there are no leaks in the windows or sunroof.
One probable cause, is the Air Conditioning unit. On all cars there is a drain line for the AC unit. As a unit runs, it produces condensation. (Just as a bottle of cold water produces condensation in a warm, humid area). That water has to go somewhere, so there is a drain at the bottom of the system. That drain (which comes out under the car, usually centered under the dashboard area), can become clogged or pinched and leave the water to accumulate in the system base, (again inside the car, under the dash). When this happens, the water will seep under the carpet and find the lowest area, which in this case, is the floorboard in the back seat area.
