2009 Hyundai Accent manual no start when temps below 35'F.

Could be as easy as a clogged Air filter/intake or as difficult as a stuck fuel pump in the cold. Could also be dirty/loose battery connections. Have you ever tried a fuel injection cleaner in your gas? I use Lucas Seafoam and it works wonders on my engine ('05 Ford Sport trac), the thing still runs like brand new.

2009 Accent engine sputters sometimes. Not so much while idling but while slightly accelerating. No engine light on.

You need to run a fault code test, this is done with a OBD2 fault code reader, post the codes received.

Engine runs rough multiple miss fires on cylinder 1 & 2

most likely problem injectors switch them around and see if the fault moves to the different cylinders

I can't figure out why my car wont start. I changed the timing belt, camshaft, crankshaft,water pump and purge sensor but it wont start.

check the valve timing again check the firing order ( could be 180 degrees out in timing) do a compression test to check for bent valves

My day time running lights are work as do my high beams, however my low beams do not, but i thought they were all the same bulb? Also, now by fog lights won't come on -only work when low beams work

Your fogs only working when low beams are on is normal, as far as your low beam lights not working, I would have the headlight switch checked, or check for a bad fuse or possibly a relay if your car has a light relay. Some do and some don't, I am not that familiar with your model of car to tell you for sure.
