My 2009 Kia Rondo, won't start, I put a new starter in and still won't start

GOOGLE THAT YET. IF IS POSSIBLE OTHERS HAVE TOLD IT.I SEE NONE/first off the tool is mandatory to diagnose any modern and 2012 wow yes.like my jeep here it as a lame near useless cluster magic button pushes , to show DTC errors but only the USA federal codes P0nnn ,not P1, or p2 up, ever. or Unnnn or Bnnnn etc. ever.that means most are not shown there ever.why did jeep do that, well it is if stranded and in danger, say stuck in snow bank, far from any city, it might help.
