it probable is but more likely wasnt rebuilt correctly the 2nd time do compression test since cylinder probably has scarring from previous piston damage also

if you can take it apart easily I'd do that and let it air out. if its dead its dead and will need to be replaced. otherwise just wait and see if it comes back to life on its own after drying.
I take help from online websites that have this service like helping in repair some like reliable-store have instant help.. others are a bit slow which I don't prefer... rest is up to u.. U can also get free manual works fine .
The front end works off 12volts.If you have moisture in your dash your dash may not let your 4 wheel drive work and it could also not let your atv start if it doesn;t every start unplug your dash but your dash has to work to have 4 wheel drive.
you might need a new battery from old age. also while its running check the battery voltage. should be around 17V, if not could be the voltage regulator.
OUCH.. I hope you got it cheap... sorry.. You are going to have problems until you get the wiring straightened out completely..and by a Factory Trained Professional... I know thats expensive.!! The other alternative is to pass this machine on to someone else.(yikes) ... and take the money you would have spent on repairs and purchase a new(er) one with NO issues.. when you go look at another machine, take someone with you that knows ATV's..or take it to a shop for a full check-up!!
