I have a artic cat 250 atv 2007 model. it starts cutting out at about half throttle

Odds are it's the carb. Start with a clean air filter and box, check and make sure your plug is good. Pull the carb and disassemble and clean with carb cleaner. Blow it out with air, check all air passages. I summarized this of course. 90% of the time it will be crud in the carb.

If you can use the range shift and it doesn't engage, the linkages need adjusting. If it shifts into high and it 'locks up', there's a problem with the transmission. Not a unique problem but the Cat is expensive as far as transmission parts are concerned. A post that describes the transmission lock up and where to start looking -

Starts and idles fine runs half throttle when fuel is applied

The starter engages and starts the motor fine when the motor is cold. however if you ride and try to restart the starter just spins and you can only start using the kick stater.

Continuous high idle and idle screw no help

Does your artic cat have a carb cable if so it will have an adjustment or a clamp on the cable where it attaches to the linkage..check make sure it is set to low idle..and your idle screw is adjusted to low idke..meaning cable adjusted to lowest possible position when the throttle is released..then make your final adjustment using you idle screw..good luck

Jets are replaceable but not really adjustable.You can adjust the air screw,start at a turn and a half out.

sounds like the throttle cable is sticking insde the jacket.
