Its the oil injection tank. This is the oil that mixes with the gas. Without and oil/gas mixture your 2 stroke motor will be ruined due to lack of internal lubrication. Some people will disconnect them and premix the gas due to a fear of failure of the injection system.
Sounds like you may have a problem with the float valve in your carberator. If it's stuck open, even when the engine isn't running gas could be building up in the carb because your carb float valve isn't limiting it. And if it's building up and filling the carb, then it will eventually drop into the engine and subsequent oil pan. Look for signs of excess wet gas in the airboxin. That's a sign something in the carb isn't regulating the gas right.

If it was working fine before and the only difference is the temperature, then the oil viscosity may be too thick to flow properly. If the oil is milky it has a bad and leaking seal somewhere that the gas is gitting in, or it has water in it. Water does not mix well with oil as you may know so I'd guess its gas is getting in. If it does run, change the oil right away then see if the oil develops the milky look again. Probably a seal would be my guess. Good luck.
