It sounds as though your ignition switch is not hooked up correctly. Follow the harness from the ignition switch to the bullet connectors under the front body plastic. Make sure the colors all match up.
Sounds like a passageway may still be clogged. I suggest that you try dipping it in carb solution for a couple of hours, then rinse and blow out everything.
The sticky stuff is normal. On a lot of dirt bikes and 4 wheelers they have air filters that you are to wash either with a filter cleaner or gas and then you spray them down with a light oil and then wring them out until they have no extra oil in them and the oil helps filter the dirt out of the air heading into the engine. It does look in your picture like it is needing a cleaning.
when engines not running turn the gas off . And it sounds like you need to adjust your throttle pin that goes into the carb take the clip off the pin and move it down one good luck
