When the pump senses demand, it turns on, and then turns off when the timer turns off. If it is a submersible pump and you keep the pump running all the time it will burn out because it requires the water running through it to cool it. With an above ground Jet Pump, you could bleed off a small amount of water to cool it. Application is important to this question. The black outs may have caused damage to the internal parts when the power came back on. Sorry can't help more without testing the timer parts.

Do you have a MV? If so there is a short in the wiring or solenoid. usually not the timer. Disconnect the wire from MV pin and see if it still faults. If no, not the timer.

If the timer shorts out at the first zone (1) skip and test zone 2. and so on testing all the zones. If all short out, disconnect the wire in the "Comm" pin and start timer manually again, if it shorts out the problem is in the timer call the manufacturer. If it does not short out the short is in the white wire or whichever color was in the Comm pin. Look for a damaged section of wire from a shovel or other gardening equipment. If non found run a separate wire above ground from timer "Comm" pin to the same wires it is connected to at the valves if this works this your problem the common wire has a short suggest replacing entire stretch.

Locate the main valve and turn it on manually (there is a small lever at one end of the value which can be moved from vertical position to horizontal position to manually force the value open). Disconnect MVP wire from the control panel and try running the sprinkler system. If this works, this is just a temporary solution. For a permanent solution, try and see if the valve works just by replacing the solenoid (which can be unscrewed). If that doesn't work, then the main valve itself has to be replaced professionally.

If it is broken just splice it together. It's AC so don't worry about the colors both being black. If it's the transformer any 24V transformer will work.

You have multiple start times in 1 or all of the programs A,B,C or D. 1 start time in the A program will run the zones in this program once on the days it is schedule to water. Example: Think of each program as a separate timer. All want to know 3 things What time to water, how long to water for and what days to water. Timer 1 is the A program. Set to water everyday at 8 am for every zone which has a duration. Don't want the plants to water everyday take the minutes out of zone run time in this timer or the A program. Want the plants to water M,W,F add a start time, a run time to corresponding zone and M,W,F in timer 2 or B program. Want the plants to water twice in a 24 hr period add a second start time to each timer or program. and so on. The programs are only used for watering schedules with more or less days per week you want a specific zone to water. Otherwise use only the A program with 1 start time for once a day or whatever days you desire for all zones.

I'm guessing you have fixed this or given up after 13.5 years, but here is my suggestion for the next person who has this trouble. If you ran it out of fuel and left it over the winter, it could have a drop of fuel that hardened and plugged one of the fuel ports in the carburetor. I have had this happen and needed to remove the fuel bowl and poke the dried film with a pin. Put it back together and it started right up.
