Many people could remove that over without any harm done. You would not touch any of the components with your hands though. Generally anyone with a screw driver and mind for safety could do what your trying to do. We just caution you tho because there may still be plenty of voltage in that monitor that could cause injury or even death.
Most screws in those are Phillip head drivers witch would be easy to pop off the lid.
Just a hint tho, do not use a air compressor to do such task, use a can of compressed air and do not point the can down because the fluid in the can will escape and could damage the monitor. So point the can upright.
You should be okay as long as you do not touch with your hands any of the components inside.
