Sounds like a clogged carb which is a common problem for snowblowers due to they set around more then they get used and gas turns stale and clogs carb. Most of the times the problem is in the bolt that holds the carb bowl on it should have 2 or 3 small holes in it. Check that the holes are all open and clean if this does not help you will need to remove and clean whole carb.

Tecumseh 10685 has no spark
The cable frm handle to keep it running is probably stretched try were it connects to engine pull it back and tie it off try that if works u need to put a washer behind cable
