Sounds like a clogged carb which is a common problem for snowblowers due to they set around more then they get used and gas turns stale and clogs carb. Most of the times the problem is in the bolt that holds the carb bowl on it should have 2 or 3 small holes in it. Check that the holes are all open and clean if this does not help you will need to remove and clean whole carb.

Possibly the carburetor float is stuck and/or stale fuel in the carburetor bowl. Loosen bowl retainer to drain fuel from carburetor bowl.

Check that the anti afterfire solenoid is working. It may not be opening until the engine runs and the system voltage rises and or engine vibration.

You should hear it click when you turn the key from off to on but click doesn't necessarily mean it's working.

On some solenoids you can remove the plunger as a test.

The cable frm handle to keep it running is probably stretched try were it connects to engine pull it back and tie it off try that if works u need to put a washer behind cable

Not sure why the rotation appears reversed.

When the starter engages, if the flywheel rotates clockwise when viewed from the flywheel end, then its correct.

not all carbs have a removable seat. if the tip of the needle is rubber or viton then the seat may be a permanent fixture of the carb.
