wash the blanket then throw it in the bin water and electrical components do not mix electrical blankets are just a resistor element in ceramic covering and if you put that in a washing machine that is the end of the insulation

Why only one side get hot
These are made with a wire in them that heats up. Yours probably has a wire for each side, and one has gone bad. DO NOT continue to use it. I suggest you take it to a qualified repair technician or replace it. It could cause a fire or electric shock.
