Fan oscillations are typically started or stopped by a knob at the top of the motor housing. Sometimes the knob has to be pulled to engage the mechanism, sometimes pushed in and sometimes it has to be twisted several turns to the left or right, usually it is several turns anticlockwise.

First unplug the fan for safety. Next add a couple drops of motor oil on the shaft that turns with the fan blade. Tip the fan blade at about a 45 degree angle when adding the motor oil. Spin the blade by hand at that same angle to allow the motor oil to flow down the shaft, inside where you cannot see the shaft. It should start turning by hand a lot easier now.

Try lubing the fan with a penetrating oil like WD-40 or PB Blaster first before using regular oil.
Also setting the fan on it's front and back for a while to allow the penetrating oil to get into the bearing will help..once the motor is working freely then use a light motor oil to permanently lube the motor, also setting it on it's front and back for a few hours at a time to allow the oil to run into the bearing.

Check blades are clear - not trapped against enclosure - try spinning by hand (unplugged!)
If they don't move easily, but there's no blockage, spray a little WD40 where the blade assembly fits onto the spindle.
How old, how much was the fan? It might be quicker and save time to buy a new one

First check the lent catching screen and then the vent and hose and the ground below the vent exit. Completely clean those out. If you don't find the necklace in that process, turn the dryer on to see if it will eject the necklace into the vent hose. I've just browsed your hand book that goes with this machine, as I'm in the UK I can sumise from the booklet that this won't reset as the fluff filter has something obtrusive in it, or there is something caught in the tube venter grille, can I suggest if both those are clear you hold the cancel/reset button down for a few seconds to reset & reboot it into ready mode, sorry I can't be of more help than this ????
