Cant boot, with sound like ambulance :-)

First inspect the interior of the computer case while the system is running. A high pitch whine (ambulance sound) is often a cable getting in the way of one of the fans. Adjust accordingly if that is the case.

Second, is your computer starting/completing the POST self test? Do anything at all appear on the screen?

If not, try reseating CPU and then the RAM. Do each these steps one at a time. Sometimes that slip out of place because of the interior heat temperatures. Let me know if this helps or provide more info.

I have a home PC that was built by a computer shop a few years back, I moved and when I tried to start the computer, the monitor will not come on. says monitor going to sleep.

Make sure that all expansion cards, especially the graphics card is seated fully in its slot on the motherboard. If it is using onboard graphics (usually VGA on the motherboard) then the graphics may have gone bad.
