sounds like power board failure. You can disconect power lead for 30 minutes and try again but it does sound like end of life

any electronic item can be repaired but as you said its 10 Years old .... i think you should go for NEW.

• Complete service manual with an error search tree , sometimes there is a vertical ic defect by deformed capacitors hanging around that or a powerline from powersupply failed (sometimes there could be a defect fuse resistor to find ) or only a bad factory cold soldering by manipulate some passive components somewhere in vertical stage .

The power button have spring in it. check whether it work (sound from the spring, will be different), if it not working change spring in power button.

Have you tried simply degaussing the monitor? It is in the MENU of the monitor, hit the SETUP / MENU button on the monitor and look for degauss. It sounds like the monitor is actually going bad though.
