Usually its a temp issue, the temp sensor is freezing up. Try removing the front part with the air filter in it and clean everything, also clean the coils on the outside as well to make sure theres good airflow. If that doesn't do it there isn't much else you can do as far as servicing them, it will have to go to a repair shop for further work.

Compressor lock out means the compressor is bad and would need to be replaced

You can check LG's website on Air Conditioners that they manufacture at: http://www.lg.com/us/air-conditioners. you may be able to find a number where you can call them for further support. But I would check that website first. Do you know the Model/Serial Number of your unit? This is usually located on a metal piece attached to your unit. Having the correct Model/Serial Number of your product will help narrow your search for manuals to your question.

I'm curious to know if you can MANUALLY turn it on?

Should like your unit is working fine unless this is constantly happening. If this is a constant thing then condenser coil if dirty,check thermostat setting
