You could check it by having the unit switched on a touching each of the pins of the device with an insulated tool. Making certain you don't short any of the pins together. You should hear a buzz on each channel. If you get nothing on the right then it could well have gone.
However that is a lot of messing about, as the device can be purchased for around £12, it could be easier just to replace it and see if that cures it. After all it is the device that does most of the work, so the chances are it's gone!

If you can post a picture of the fuse it might help in tracking one down.
However I should point out that fuses rarely blow on their own. And one blown is a sign of a serious overload, probably in the main amp or power supply section.

We try to do our best to help. Sadly the problem with trying to repair something that is not in front of you can be taxing.
If there are not enough details and the person who is asking the question doesn't have the skills or experience needed to carry out any instructions then things can go wrong.
So in future make certain you put up as much information as you can including any model numbers and things will be solved much quicker.

This is what is called a 'passive radiator'. It helps the bass response of the system. It is an adaptation of a bass reflex speaker enclosure. Try this link at wiki: Passive radiator speaker

That is sometimes called a "radiator". It's a speaker cone that moves opposite the main woofer and produces sound waves out of sync with the powered woofer. Very sophisticated piece of audio engineering intended to enhance bass response.

The speakers connections have to come from an amplifier with sound coming from it in the first place. Once connected to the unit the bass signal is then extracted from the signal and the rest of the signal sent to the main speakers. The KLH will not power the main speakers on it's own. The unit will only take the two main stereo channels, from an amplifier, the left and right then go to one set of inputs and they then come out of the other two outputs.
