That suggests that there was a bad/loose connection in the cord that couldn't carry the needed current. It heated up and burned its way through the wire. Replace the cord, or if it was hot near the plug, cut it back and add a new plug, available at most hardware stores.

The bottom plate covers the brushroll, the top cover must be removed to gain access th where the belt goes around the motor shaft. There are catches on each side that must be flexed out to allow the top cover to come off.

A belt melting usually means it is stretched out and so loose it is slipping on the brushroll or something is restricting the brushroll from turning freely.
