There is an idler pulley that takes up the slack in the V belt when you pull the handle back to vacuum. Make sure it is engaging properly and the V belt is installed correctly.

It doesn't matter which way it goes but I recommend replacing it rather than cleaning it.

Hook the cover at the front and rotate onto the vacuum, the twist the two connectors with a coin or large screwdriver to hold it on.

The pump or a valve may be leaking and need replaced.

The bearings in the turbine are prone to seizing because of moisture. Take it to your local vacuum repair shop and have them repair it. At my shop we re-grease the bearings and it's better than new. If there is too much damage the turbine will need to be replaced
