Im not a specialist in this but to my knowledge, Will the unit spin if you manually turn the timer dial to spin? If so, remove power, remove the clock motor from the timer, and inspect the clock and mating timer gearing for debris or damaged gear teeth. At the worst, replace the timer. You may be able to scrape or file the damaged teeth so that the timer will progress.

Have someone look under the machine and see if it has a drive belt from the motor to the pump.
If it does, the belt could be worn out and slipping, causing the drum to not spin fast enough.

If you can by pass the switch see if the machine runs that way. If it works by bypassing the switch then the switch needs replacing.

Most common fault with vacuum cleaners is an internal break in the power cord. This is followed by switch problems and then the internal thermal fuse or breaker.

The answer is to partially dismantle and check the circuit with a multimeter.

Power cords usually fail close to either end so taking a chance and shortening it by a foot or two and fitting a new plug could pay off.

You can clean them with household units but even professionals have trouble with berber carpet because of its tight weave and usual inlaid patterns. Dry carpet cleaning between professional cleanings will help keep carpet looking new without staining. My suggestion is to use a dry carpet cleaning machine and then have a professional come in with hot water extract as often as every year depending on traffic. Chris Jones I tried your suggestions and the cable seems to be moving fine.. in my Case it seems to be just the wheels on the bottom of the vacuum as if they are jammed but I dont see anything.. I cant even spin them by hand (I'm assuming I should be able to lol).. I know I really need to clean the bottom of it but I dont see anything jamming the wheels up

There is a hubcap assembly on the outside of each rear wheel that must be removed. Under the hubcap you will need to remove the e clip from the shaft to allow the wheel to slide off.
