If the brushes don't turn it is usually the turbine bearing have seized. Take it to your local vac shop for repair. The turbine can be rebuilt or replaced.

Check if the machine is on drip dry cycle. Make sure it is pumping out. It wont spin until the water is out. There may be a blockage in the hose or pump. Check the belt may have broken. Worst case is the transmission has failed. If there is a tide mark of orange rust / grease around the inside of the cabinet, its a sign the drive has failed.

Are you sure about the model number? I don't see any Hoover FH20240 models. The Hoover Max Extract 77, FH50240, manual is available from Hoover. Make sure the dirty water tank is sealing in place . the seal drys out when not being used and might need vaseline on it

If you have a wax finish you can buff out scuffs with just a cloth. for polyurethane, do not use water. use the cleaner with a soft terry cloth. to much presure can make it worse.you can also use a small amount of paint thinner on polyurethane. make sure you remove excess with floor cleaner.
