seems like a rubber seal isnt setting right with the tank or the seal is damaged

Actually we need a better explanation as to the problem . before we can assist .

ITS THE DUCT PIECE ON THE FRONT OF THE DIRTY WATER TANK (DWT). ITS NOT LINED UP.
1. TAKE LID OFF OF DWT
2. SLIDE THE LITTLE SQUARE PIECE (5'X5'X1) (THE DUCT) ON THE FRONT OF THE DWT AS FAR UP AS POSSIBLE AND IF IT BENDS FORWARD FROM THE TOP, DO THAT TOO (SOME MODELS OPEN LIKE A DOOR TOP DOWN, OTHERS JUST SLIDE UP AND OUT COMPLETELY)
3. SLIDE THAT DUCT BACK DOWN AS FAR DOWN AND BACK AS IT WILL GO.
4. PUT THE LID BACK ON BY HINGING THE FRONT LATCHES ON AND THEN SNAPPING THE BACK SIDE DOWN.
5. CHECK TO SEE IF THAT DUCT PIECE ON THE FRONT IS LOOSE BY PUSHING ON IT AND SEEING IF IT MOVES UP AND DOWN.
IF IT IS, THE LID ISNT COMPLETELY ON, GO BACK TO STEP 4.
IF THE DUCT IS SNUG, CONGRATS YOU SHOULD HAVE JUST MADE YOUR STEAM VAC **** UP THE WATER AGAIN

It could be the drum bearings are seizing or something is causing it to jam.

If this is the case the motor would work too hard and draw too much current and consequently would cut out for a time and then reset.

Removing the drivebelt and turning the drum by hand would show if this is probable.

You have a water inlet control valve leaking, it is either the hot or cold valve.

Let's just hope, OK ?
1) Small possibility the vacuum is plugged up.
Take it all apart and clean every part, perhaps that will help.
Compressed air is really helpful.
2) Worse luck.
The bearings of the motor are failing, it is just about "toasted", and it is time to find a new one, as the bearings are neither lubricate-able or replaceable.

Put water in one side (just pick one), if it doesn't spray on the carpet it is the other tank you need to fill with cleaner.

I too am having difficulty. Everything seems fine electrically. I only get about 350 mv AC Power with the switch off and 1.7V AC with the swiitch on. I would think the power brush head would require DC voltage of some sort.. Like 12V???
