You are correct, Snow Leopard does not support Appletalk. You could use another Mac (using a system prior to OS 10.6) running the Laserwriter 4/600 as a shared printer, otherwise you would have to find an Ethernet IP-Addressable print server to connect to your Appletalk bridge.

How to hook up a AppleTalk
Completing the physical hookup won't do you any good, as the PC can't communicate using the AppleTalk protocol anyway. In fact, the AppleTalk protocol was dropped from the Mac as of Snow Leopard.

upgrade to snow leopard has caused inactivity to the drivers of the printer and the protocol being used by the server, you must reinstall the printserver and the printer like new

Are you sure you are connected to the internet? You can check that by looking at the right hand corner of the monitor. The icon with two small monitors. When you point the mouse pointer to it, you should be able to see the status: connected. If it shows an X, it means that the cable is unplugged. You should make sure it is fitted on the lan card.

Hubs are just distribution points, so they are pretty simple pieces of hardware.
If port 3 is lit up, with nothing plugged into it, I would say that it is probably a bad port.
Which can bother the rest of the ports (maybe, maybe not) A lit port with nothing in it can be a sign that it is probably "jabbering".
Since this is only a 10mbps hub, I don't know if I would spend too much time troubleshooting it. If it does have problems, I would just replace it. You can get a 10/100 switch which is a much better distribution point for under $30.
As for using #3 as an up-link port, I vote no. I would just plug that port off, and not use it for anything. A solid light in the middle of a bank with nothing in it is a bad sign.
