Do i have to format usb to get it to work on element tv 32"
If you mean some storage device for recording and playback on the TV then yes, that device would be dedicated to that TV because of its software system. So if you plan to use a part used device you will need to remove that as the tv will format over it.
Any device you select would be for that TV (unless you have more than one of the same model/make say).
I do not know what software they use (possibly a Linux version) which is not directly related to MS, though MS systems can use software to extract that type of data it gets a bit techy.

No, the Element ELEFW328 does not have a Hulu app. This is not a Smart TV and does not support a direct connection to the internet for any streaming service. To get Hulu, you'll need some sort of a set-top streaming box or device. This could be something like the Roku devices, a FireStick or a computer connected to the TV. Connect the device to one of the TV's HDMI port and then connect the device to the your internet (router).
