If you have a pet, the filter may have to be discarded rather than washed.

Pull the wand out to remove the screws from the back holding the switch cover, then release the tabs holding the switch cover to remove it to gain access to the main and brushroll switch. There is also a switch down in the ball that activates when the handle is reclined into the vacuuming position.

Make sure the suction motor is actually working. I've had Dyson vacuums brought in for exactly what you said but the only motor running was the brush bar motor which made the owner think the suction motor was working properly when it was not.

It could be a seized up or bad brush bar and/or motor, switch or a loose connection somewhere. You will need to check all these areas closely to try to find the problem.

The belts are in the clutch. You will need to disassemble the clutch to replace the belts. It's easier to replace the entire clutch. First remove the brushroll, then remove three screws and the cover over the clutch assembly, remove the belt around the motor shaft to pull the clutch from the nozzle housing. It is wise to replace brushroll if it's worn or frayed. I have a tool available to make putting the brush roll back in easier. I also have belts, clutch, brushrolls and filters available if needed.

This would need to be diagnosed by a Dyson repair technician to determine the cause.
