Maybe, but it could be your cord is bad or you have a loose or bad wire somewhere. Start by making sure the cord is carrying the proper voltage to the switch.

It could be from a few different things, first you will need to determine which part of the vacuum the screeching is coming from to narrow down what it could be. Is it from the ball and motor area, the dust canister, the brushroll or power Head?
