I would suggest that this is a blockage of some kind as the pulsating is caused by a lack of airflow (the motor is protecting itself by pulsating and then ultimately cutting out).

I would recommend looking at the following video which will take you through a methodical way of checking this. The model in the video is a DC59 but applies to most cordless models:

Furthermore, I would check the bin inlet to make sure that the one-way door/flap is not jammed as this also can cause the problem.

won't be able to get any sort of connection so you will have to make one up yourself
however that brings in another problem in that the longer the hose , the less efficient the vacuum cleaner

If the power cells are operational and it will not start; then either the motor is dysfunctional or something is jammed in the intake module. A conduction test with instrumentation can indicate if the motor is the problem, the power cells are not fully charged, or you have a short circuit. Check Fuses.

Try hanging upside down in a warm place.if water has entered motor it may have to be replaced.motors for dysons are actually very cheap (uk £10/20 max) if u have the expertise to change it.youtube has step by step how to s.if "professional" is only option buy a second hand one off internet be cheaper than repair.dyson motors are not longest lasting motors ive found but cheap to replace

If it's a rechargeable model, then a charger will be required. If you are sure that it's not in the box then you will need to return it.

Check all the filters and thoroughly clean them
Make sure there are no blockages, even the smallest of objects can affect suction.
Make sure there are no split or damaged tubes or pipes.
