the flames should be blue and the burners clean. check gas pressure and the air mixture dampers. touch air will give you the same effect. if the burners are clean, it is the mixture. as far as the slots in the bottom. i have not seen that. but i work on commercial ranges.

Turn off propane. Disconnect propane tank from barbecue. Open burner valves for about 20 seconds. Close valves. Reattach propane tank. Slowly open propane tank valve. Turn on burner and ignite

Igniter is combined in the valve of grill so the best way is change the new one. or cross flame from other burner.

Contact manufacturer for new igniter, new igniter should come with instructions for replacement. It should be fairly simple, disconnect two wires and retaining nut and then replace with new igniter, connect wires and screw on retaining nut.

Not enough information. If we assume the other two control valves are turned on, are the orifices clogged, are the valves leaking, are there safety valves attached the the natural gas line to detect leaks?

look down inside the valve stem to see if there is a tiny screw. this is an adjustment for the valve to allow more or less gas flow. if the valve was damaged or tampered with this could generate better flow. if the appliance went a long time without being used the valves could be clogged. remove the orifices and blow out the orifice and the valve with the orifice removed.
